Bullard en­rolled at the Mas­sa­chu­setts In­sti­tute of Tech­nol­o­gy, but changed his ca­reer plans and went in­to music. He stu­died com­po­si­tion and or­gan with Jo­sef Rhein­ber­ger in Mun­ich, Ger­ma­ny, for four years, then re­turned to Bos­ton and be­gan writ­ing songs and chor­al music. His works in­clude a ser­ies of Eas­ter and Christ­mas can­ta­tas and part songs, as well as pieces for glee clubs (e.g., “Stein Song,” “Barney McGee,” and “A June Lullaby”). He con­trib­ut­ed eight tunes and an ar­range­ment to the Pil­grim Hymn­al (Bos­ton, Mas­sa­chu­setts: 1904).
