Educated at Lon­don Un­i­ver­si­ty (MA, PhD & BMus), Fox­ell served as as­sist­ant master in Ho­ly Or­ders at Chig­well Gram­mar School (1881-3); head­mas­ter, Am­ers­ham Gram­mar School, and chap­lain of the Amers­ham Un­ion (1883-6); mi­nor ca­non, Can­ter­bu­ry Ca­thed­ral (1886-1903); Cur­ate of St. Mar­ga­ret’s, Can­ter­bu­ry (1887-98); di­o­ces­an in­spect­or in the Can­ter­bu­ry Di­a­co­nate (1899-1903); Rec­tor of St. Swith­ins, Can­non Street, Lon­don; and pre­si­dent of Si­on Coll­ege (1917 & 1921).
