Oakley was ed­u­cat­ed at Ox­ford Un­i­ver­si­ty (BA 1855). En­ter­ing Ho­ly Or­ders in 1855, he be­came Rec­tor of Wick­war in 1856, and lat­er Rec­tor of St. Paul’s, Co­vent Gar­den, Lon­don.
