Educated at Trin­i­ty Coll­ege, Dub­lin (BA 1697, MA 1700), Par­nell was or­dained a Dea­con in 1700, and Priest in 1703. He be­came arch­dea­con of Clog­her in 1706, and Rec­tor of Fin­glas, near Dub­lin, in 1716. His works in­clude:
