Born: Feb­ru­a­ry 1, 1830, Margate, Kent, England (bap­tized March 14, 1830, at the Haw­ley Square Wes­ley­an Meth­od­ist Cha­pel, Mar­gate).

Educated at Didsbury College, Rowe entered the Wes­ley­an min­is­try in 1853, and served as Gov­er­nor of Head­ing­ley Coll­ege (1888-1904). He wrote most of his hymns for Sun­day school an­ni­ver­sar­ies. His works inc­lude:
