Son of the Rec­tor of Ball­augh (near Ram­sey), Stow­ell was ed­u­cat­ed at St. Ed­mund Hall, Ox­ford (BA 1822, MA 1826). He was or­dained in the Ang­li­can church in 1823, and was cur­ate at Sheps­combe, Glou­ces­ter­shire; Ho­ly Trin­i­ty, Hud­ders­field; and St. Ste­phen’s, Sal­ford. In 1831, he be­came re­ctor at Christ Church, Sal­ford. He was ap­point­ed Hon­or­a­ble Can­on in Ches­ter Ca­thed­ral, 1845; chap­lain to the Bi­shop of Man­ches­ter in 1851, and Rur­al Dean of Ec­cles. His works in­clude:
