Born: Cir­ca May 1845, Not­ting­ham, Rad­ford, Not­ting­ham­shire, Eng­land.

Vine was ed­u­cat­ed at King Ed­ward’s School, Birm­ing­ham, and King’s Coll­ege, Ox­ford. He en­tered the Wes­ley­an min­is­try in 1867. In 1881 he was a Wes­ley­an Meth­od­ist min­is­ter in Neith­rop, Ox­ford­shire.
